It verifies the conditions and limits for the transfer of activities carried out by the Brazilian Postal and Telegraph Company (Correios) to the private sector, through a business franchise, regulated by Law 13.966/2019.Este artigo, por meio de revisão bibliográfica, pesquisa jurisprudencial e empregando o método dedutivo, investiga como é realizada a classificação do serviço postal enquanto serviço público e sua relação com o privilégio postal reservado ao Estado. Analisa o artigo 21, X, da Constituição de 1988, identificando o que a doutrina e o Supremo Tribunal Federal entendem por serviço postal em sentido estrito.
