This article explains how the implementation of the provisions of the laws on access to information in the states could be improved, based on the Mexico City case. A theoretical framework is used to analyse implementation of public policies, which postulates that there is a greater probability of success when changes are made gradually, but sustained over time instead of ambitious modifications in short terms. Mexico City is taken as a case study, which, over the years, has had a consistent performance in the matter. The data collection method for this article are semi-structured interviews with 23 officials from Mexico City: commissioners, workers from the Institute of Transparency, Access to Public Information, Protection of Personal Data and Accountability of Mexico City (INFODF), and officers of transparency units in the local government. It is concluded that part of the success of Mexico City is due to the fact that they have promoted improvements to the evaluation criteria and information standardization policies in a gradual but incremental manner. A similar strategy is proposed for the implementation of the content of the other local laws: to set incremental and reasonable goals to be fulfilled in several years with a continuous improvement approach.

Se utiliza como marco teórico una vertiente de la literatura sobre la implementación de políticas públicas, que postula que existe una mayor probabilidad de éxito cuando los cambios se realizan de manera gradual, pero sostenidos en el tiempo en lugar de modificaciones ambiciosas en plazos cortos. Se toma como caso de estudio a la Ciudad de México que, a lo largo de los años, ha tenido un desempeño consistente en la materia. Como método para la recolección de datos se utilizaron entrevistas semiestructuradas con 23 funcionarios de la Ciudad de México: comisionados, trabajadores del Instituto de Transparencia, Acceso a la Información Pública, Protección de Datos Personales y Rendición de Cuentas de la Ciudad de México (INFODF), y titulares de unidades de transparencia de dependencias. Se concluye que parte del éxito de la Ciudad de México se debe a que se han impulsado mejoras a los criterios de evaluación y políticas de estandarización de la información de manera gradual, pero incremental.
