Summary: This article explains how the implementation of the provisions of the laws on access to information in the states could be improved, based on the Mexico City case. A theoretical framework is used to analyse implementation of public policies, which postulates that there is a greater probability of success when changes are made gradually, but sustained over time instead of ambitious modifications in short terms. Mexico City is taken as a case study, which, over the years, has had a consistent performance in the matter. The data collection method for this article are semi-structured interviews with 23 officials from Mexico City: commissioners, workers from the Institute of Transparency, Access to Public Information, Protection of Personal Data and Accountability of Mexico City (INFODF), and officers of transparency units in the local government. It is concluded that part of the success of Mexico City is due to the fact that they have promoted improvements to the evaluation criteria and information standardization policies in a gradual but incremental manner. A similar strategy is proposed for the implementation of the content of the other local laws: to set incremental and reasonable goals to be fulfilled in several years with a continuous improvement approach.
