The literature on the performance of the human rights commissions and the regulations that govern them underline that the “reconciliation” should be the preferent instrument of these bodies to conclude the omplaints they receive each year. However, the statistical processing of the data from the CEDHS annual reports of activities shows that the most used instrument to conclude the complaints is the “resolution through the process”. Also, while the number of complaints increases each year, the recommendations made and the reconciliations decrease annually, which would mean the detection of few violations of human rights. Finally, the percentage of completed complaints has dropped dramatically over the past eight years, which reveals poor management of the Sonoran CommissionEste artículo examina el desempeño de la Comisión Estatal de Derechos Humanos de Sonora (CEDHS) durante sus 20 años de labores, 1992-2012. La literatura sobre el desempeño de las comisiones de derechos humanos y la normatividad que las rige subrayan que las “conciliaciones” deben ser el instrumento favorito de estos organismos para concluir las quejas que reciben. Sin embargo, el procesamiento estadístico de los datos de los informes anuales de actividades de la CEDHS pone de manifi esto que el instrumento preferido para concluir las quejas recibidas es la “resolución mediante el trámite”. Además, mientras el número de quejas recibidas incrementa cada año, las recomendaciones y las conciliaciones emitidas decrecen, lo que significaría la detección de pocas violaciones a los derechos humanos.
