Financing and financial design have a proper modulation.La situación de los sectores de la salud y la seguridad social en salud, antes y después del SGSSS y la desproporcionadaconflictividad en su desarrollo, llevan a buscar factores más allá del Sistema, inmersos en sus funcionesbásicas.Se describe, la distribución de las “Reglas de Juego” Legales y Administrativas del SGSSS de diciembre de 1993a febrero de 2011, entre las funciones básicas, enfatizando en articulación, prestación de servicios y administraciónde riesgos.La modulación legal y administrativa ha sido profusa, más no tanto otros tipos de ella, pero su distribucióndista mucho de ser lo esperable dados sus niveles altos en Prestación de Servicios y la muy baja participaciónde la Articulación, la cual debería haberle generado las potencialidades que el SGSSS tendría para superar loencontrado antes y que la modulación sesgada solo reforzó.
