But before building and implementing enormous reform processes, it is necessary to research whether the Information and Communications Technology (ICT) has actually contributed to the state reform and what uses these instruments receive from governors and citizens. Information Society logic is not unavoidable: Internet and the ICT will modify the grammar of the political power, but we do not know how. It depends on what use we will give them. They will democratize the access and distribution of information if they are used intelligently in a society with digital culture. If not, these tools will increase exclusion patterns and imperfect democracies.Internet puede convertirse en un canal para fomentar la responsabilidad horizontal y crear una interacción más participativa entre ciudadanos, gobernantes y organizaciones de la sociedad civil. La creciente crisis de representación ha hecho que la modernización del Estado aparezca, cada vez más, como un tema central de la campaña política. Pero antes de diseñar y aplicar faraónicos procesos de reforma, es necesario estudiar si verdaderamente las TIC han contribuido en el proceso de reforma del Estado y cuáles son los usos que reciben estos instrumentos por parte de los gobernantes y los ciudadanos. La lógica de la Sociedad de la Información no es inevitable: Internet y las TIC alterarán la gramática del poder, pero cómo lo harán, dependerá de que uso quieran dárseles. Supondrán la democratización y popularización de los métodos de acceso y distribución de información si son utilizadas inteligentemente en una sociedad con cultura digital.
