Laburpena: In this paper we examine the different -and sometimes contradictory- policies of public administration reform in the province of Buenos Aires during the governorship of Ing. Felipe Sola (2002-2007). We will focus on the broad outlines of the reforms, through the study of its programs, projects and regulations. We selected the Master Plan for Modernization and political reform, the Triennial Plan 2004- 2007 Public Management led by the Undersecretariat of Public Management, the E-Government Strategic Plan and rules driven by the Technology and Administrative Undersecretariat. Although the Administration expressed a strong commitment with the modernization of the state, we can notice the coexistence of modernization and reform processes supported by different conceptions of the state and its functions: a vision related to efficacy (political realism), another vision concerning the legitimacy (tradition of good governance) and another with the order (stability of the system).
