This is based on the historical signifi-cance and the social and political situation on the ground, defined as first thematic meeting of the Congress Lands and Sovereignties which appears as the possibility of building mandates from the communities and towns on the form of owners-hip, distribution, possession and use of land and territory in the country and all that that means.El presente texto es producto de una reflexión crítica y constructiva fundada en la dinámica de investigación acción participativa iaP, por medio de la cual se lograron los objetivos y acuerdos necesarios para proceder a plantear estrategias desde la perspectiva bio-céntrica y comunitarias, con el fin de generar formas de mandatar.
