Note that both within the European and the Inter-American systems the claims of the States have not been common, which is why we omit commentary on this aspect.A continuación presentamos de manera muy general como se articula el sistema europeo y americano de derechos humanos en relación con los procedimientos que estos exigen para que las personas, ya sean estas víctimas o no, accedan a sus jurisdicciones, labor que desarrollaremos presentando a modo de introducción cada uno de los sistemas, para después, reseñar y disertar con conocimiento de causa, las características y cambios más salientes que se vinculen con la jurisdicción contenciosa derivada de las demandas individuales, vale decir, las interpuestas por personas físicas, organizaciones no gubernamentales o grupos de individuos.
