Summary: Here we present in a very general way how the European and American system of human rights is articulated in relation to the procedures required for these people, whether they are victims or not, to access their jurisdictions, presenting work that we will develop as an introduction to each of the systems, then outline and discuss the most salient features and changes that are linked to the litigation jurisdiction of individual demands derived, namely, from those brought by individuals, NGOs or groups of individuals. Note that both within the European and the Inter-American systems the claims of the States have not been common, which is why we omit commentary on this aspect.
