In order to satisfy these international standards States must adopt measures that allow both, victims and society in general to get to know the motives, timing and places that have to do with the disappearance and murder of people.Hoy ha cobrado fuerza la idea de que existen estándares internacionales que deben ser atendidos y observados por un Estado al momento de negociar la desmovilización y reincorporación de los miembros de grupos al margen de la ley. Así, alrededor de los desarrollos recientes del derecho internacional de los derechos humanos, del derecho internacional humanitario y del derecho penal internacional, diferentes voces se han levantando para señalar que Colombia se encuentra obligada a satisfacer unos requerimientos mínimos en materia de verdad, justicia y reparación.
