Summary: The article highlights the importance of the civic and democratic dimensions in the public administration reforms in the form of New Public Management (npm), which have been marginalized in the administrative agenda. The first paragraph deals briefly with the issues of administrative reform, as well as its definition and approaches to address it, particularly in Latin America. The second paragraph describes the citizen deficit in the administrative reform, stressing the importance of considering the citizen variable in this kind of reform. The third section describes and argues on the need for participatory and democratic administrative reform, in order to retrieve civic sense in the transformation processes within the discussion on npm. Finally, we list some ideas that can be considered as conclusions, as well as a minimum reference on consulted literature.
