Summary: This study aims to assess the evolution of the Employment Policy of the European Union until the implementation of the reconstruction mechanisms implemented during and after the SARS-COV-2 pandemic in Europe, economically contextualizing the process in the different phases that we have appreciated. From its initial link to freedom of movement, going through its phase of institutional development and its incorporation into the Treaties as coordinated strategy, the Employment Policy has undergone changes in its management modes, in its instrumental mechanisms of action and in its purposes and directions. Two great historical disruptions have marked a good part of these changes during the last fourteen years, the financial and social crisis of 2008 and the pandemic of 2020, processes in which the Employment Policy has undergone notable changes teleologically and ontologically. Some of those changes are discussed in this article.
