The impossibility of resolving this contradiction through the interpretive work of the courts has led to the approval of recent legislation on urgent measures to reduce temporality in public employment. This reform will be the object of a critical analysis, in which its insufficiency to provide a definitive solution to this problem will be concludedEl presente trabajo tiene por objeto efectuar una aproximación al fenómeno del abuso de la temporalidad en el empleo público. El autor parte de la premisa de que el Derecho español del empleo público se ha caracterizado tradicionalmente por la insuficiencia de las medidas preventivas y sancionadoras de los abusos, con incumplimiento de las obligaciones derivadas de la Directiva 1999/70/CE. La imposibilidad de resolver esta contradicción a través de la labor interpretativa de los tribunales ha propiciado la aprobación de la reciente legislación de medidas urgentes para la reducción de la temporalidad en el empleo público.
