Some norms for the protection of human rights that can also be prohibitive, however, with limits due to lack of international jurisdiction in their persecution. On the positive side, a legal system of International Criminal Law has been developed for the centralized prosecution of human rights violations, although only those of special gravity and importance for the international community. A persecution of serious or systematic human rights violations, however, under individual responsibility. And because the States do not agree to assume their responsibility. In the negative, a jurisdictional immunity of the States and their assets persists.La protección de los Derechos Humanos genera obligaciones para los Estados, según recogen las normas internacionales de derechos humanos, no obstante, con unos mecanismos de supervisión, que aunque revisados, no terminan de culminar en su propósito. Unas normas de protección de derechos humanos que también pueden ser de prohibición, no obstante, con  límites por falta de jurisdicción internacional en su persecución. En positivo, se ha desarrollado un sistema jurídico de Derecho Penal Internacional para la persecución centralizada de las violaciones de derechos humanos, aunque sólo las de especial gravedad y trascendencia para la comunidad internacional. Una persecución de violaciones graves o sistemáticas de derechos humanos, no obstante, bajo una responsabilidad individual. Y porque los Estados no consienten asumir su  responsabilidad.
