Its broad regulatory capacity is studied, as well as the problems in which collective bargaining develops as a result of the absence of european rules governing its legal regime, especially in relation to the greater weakness of the application of the provisions of the autonomous Framework Agreements when they do not adopt the later from of a Directive. After highlighting the potential of these Agreements to reinforce the social dimension of the EU and overcome the legislative paralysis of the European authorities, proposals are made to overcome some technical difficulties in their development, in order to promote the achievement of their maximum potential as a mandatory rule for workers and employers in all member states.El trabajo analiza la posición del diálogo social europeo en el desarrollo de la política social de la Unión, destacando el importante papel de la negociación colectiva y del producto nacido del acuerdo de los interlocutores sociales a ese nivel a título de norma jurídica y fuente del Derecho social europeo. se estudia su amplia capacidad ordenadora, así como los problemas en que se desenvuelve la negociación colectiva resultado de la ausencia de normas comunitarias reguladoras de su régimen jurídico, en especial en relación con la mayor debilidad aplicativa de las disposiciones de los Acuerdos Marco autónomos que no adoptan la posterior forma de Directiva.
