Summary: The purpose of this paper is to analize the main procedural issues, in our opinion, related to mobbing in Spanish public Administration. To that end we are focusing on protocols of action against work harrasment that have been implemented by Spanish public Administrations, following recommendations made by international and European institutions, as well as on the responsibility the former face when mobbing is suffered by their workers and the administrative and legal means public employees could use in order to demand it.
