To this end, it starts by exploring the existing connection between the notions of constitutional nullity and administrative nullity. Though these notions are closely attached in their formulation, the distinction between their legal consequences is not yet clear. In the absence of a legal regime and standards to solve issues pertaining to public procurement, this paper examines case-law and scholarly works on the application of the institution of nullity to public contracts.
