Considering the current situation of the country which stamps cases of corruption in public administration, this paper proposes the execution of social control with the use of the Electronic Government (e-Gov) to help in the fight against corruption. Qualitative research includes bibliographical review and data analysis of government sites in the state of Ceará. From the moment that society, using the appropriate technologies, is able to exercise the control of public management, the expected relational involvement may be similar to that of the shareholder capitalist that accompanies his/her shares invested in capital or financial participations. For social control to happen, the state must promote citizen education, teaching the population about its controlling role, which will encourage cultural changes in the common sense that “what belongs to everyone, is nobody’s”. Thus, the result is the production of knowledge in favor of the change in organizational culture and society in relation to public patrimony.
