Summary: Social networks have become one of the creations with greater incidence in the daily life of people, becoming a tool of social interaction. One of the most well-known social networks with the greatest number of users is Facebook, which is the subject of this research in order to establish and determine its impact on the legal development of rights, duties and liberties. Specifically, it is intended to describe the rights that are protected and violated with its use and management as elements for the generation of public policies, also bearing in mind its terms and conditions of use. To reach that goal, the following question is asked: What is the legal regulation that has been developed dealing with the use of the social network Facebook? The answer to this question has the hypothesis that the social network Facebook materializes rights and liberties through access to the internet as a fundamental right. Therefore, it seeks to determine the feasibility of proposing a self-regulatory public policy for the use of social networks under the framework of legal principles, discarding the normed regulated system.
