In this sense, the design and implementation of a National System of Libraries (stipulated by the General Law of Libraries of Mexico) is a pending task, which would support the national development of the information infraestructure. The System requires the coordination of legislators, authorities of the Executive Power, the librarians and the citizenship. In order to achieve sustainable results, the desire to stick to centralist and concentration tendencies must be abandoned, and explore legal solutions that ponder harmonization, such as institutional collaboration.El derecho a atraerse información estriba en la libertad que posee todo ciudadano para buscar información y, así, satisfacer sus necesidades y tomar decisiones, pero también conlleva la obligación por parte del Estado de instaurar sistemas mediadores que tengan esa información dispuesta y organizada. En este sentido, el diseño e implementación de un Sistema Nacional de Bibliotecas (estipulado por la Ley General de Bibliotecas de México) es una tarea pendiente, cuya concreción apoyaría al desarrollo nacional en materia informativa, pero para ello se requiere del trabajo conjunto de los legisladores, funcionarios del Poder Ejecutivo, los bibliotecarios y la ciudadanía.
