Sumario: The research produced reflections that question the dynamics of the regions and the validity of the territorial entities since its establishment with the Political Charter of 1991 and the rethinking of these by the crisis of the policies of the Social State of Law in front of the local citizenships. The socio-economic system of the late twentieth century is taken as a point of analysis to observe the most significant antecedents that weakened the legitimacy of official institutions, political actors, social elites and prevailing cultural circles. It is concluded that the Colombian regional authorities (mayors and governors) should optimize the organizational equipment to assume the functions and responsibilities set forth constitutionally (health, housing, basic sanitation, among others), taking as its axis the provision of a proactive educational service ), which contributes to the construction of a culture of coexistence and cultural balance with which it approaches the consolidation of contexts of pacification for the era of postconflict.
