Peru, due to its geographical location, is a seismic country and seasonally affected by the El Niño Phenomenon. The warming of the eastern equatorial Pacific triggers torrential rains in some regions of the country, as a result of which there is public and private infrastructure, as well as affected family dwellings. In this scenario, the State must guarantee adequate public interventions, with the purpose that the affectation of public services does not worsen the living conditions of citizens.
The general regime of public procurement, in many cases, is insufficient to respond to effective interventions, since it is designed to regulate a homogeneous reality, without taking into account complex situations that justify an ad hoc institutional framework. Under this perspective, this work explores the post-natural disaster scenario, emphasizing the implementation of a reconstruction policy, whose trajectory has revealed successes and failures that have allowed the introduction of improvement processes in various management areas.
While the reconstruction involves the interaction of various systems of public administration, the object of analysis will focus on government contracting, due to its importance to reestablish, replace, build, expand or improve the damaged infrastructure. In this way, a special public procurement procedure will be evidenced, based on a new regulatory model.

El calentamiento del Pacífico oriental ecuatorial desencadena lluvias torrenciales en algunas regiones del país, a consecuencia del cual se tiene infraestructura pública y privada, así como viviendas familiares dañadas. En este escenario, el Estado debe garantizar intervenciones públicas adecuadas, con el propósito de que la afectación de los servicios públicos no empeore las condiciones de vida de los ciudadanos. El régimen general de contratación pública, en no pocos casos, resulta insuficiente para responder a intervenciones eficaces, toda vez que está diseñada para regular una realidad homogénea, sin tomar en cuenta situaciones complejas que justifican un entramado institucional ad hoc. Bajo esta perspectiva, el presente trabajo explora el escenario post desastre natural, haciendo énfasis en la implementación de una política de reconstrucción, cuya trayectoria ha revelado aciertos y desaciertos que han permitido introducir procesos de mejora en diversos ámbitos de gestión. Si bien la reconstrucción comporta la interacción de diversos sistemas de la administración pública, el objeto de análisis se centrará en la contratación gubernamental, debido a su importancia para reestablecer, reponer, construir, ampliar o mejorar la infraestructura dañada.
