Our European Union membership and the common objectives of the member states forced to the economy reformulation in general; beyond Spain should adapt its financial system to the named Six Pack of the European Union. In this context, the amendment of the article 135 and the subsequent regulations have given to the State different instruments and mechanisms to achieve two purposes: on the one hand, more monitoring of the public accounts evolution; on the other hand, a control of the suppliers payments. The new sanction capacities and the new financial measures have improved the system to ensure the payment of suppliers. The deficit has come down (in relative terms).However, the public debt continues to grow. In terms of restructuring and rationalitation, the local entities have also performed well. The study intend to analyse these issues.La reforma del artículo 135 de la Constitución española era necesaria por la situación irregular de la economía española desde hacía años. Nuestra adscripción a la Unión Europea y la consecución de los objetivos comunes de los Estados miembros obligaban a una reformulación en este sentido; más allá se debía adaptar nuestro espacio económico al denominado Six Pack de la Unión Europea. En este contexto, la reforma del artículo 135 de la Constitución y la aparición de la normativa posterior ha dotado al Estado de una serie de herramientas que permiten dos objetivos interconectados: por un lado, un mayor seguimiento de la evolución de las cuentas públicas a todos los niveles; por otro, un control incluso del periodo de pago a proveedores. La mayor capacidad coercitiva, las nuevas medidas financieras han mejorado notablemente el plazo de pago a los proveedores y se ha disminuido el déficit (si bien en términos relativos); en cambio, la deuda sigue su escalada. En términos de racionalización, el mejor papel lo han realizado las entidades locales.
