En la primera sección del artículo se hace referencia a la construcción y puesta en marcha del Espacio Europeo de Enseñanza Superior y su aplicación en diversos países. En la segunda, se centra en la aplicación de este en el modelo español. En la tercera parte se explica los valores transversales de la enseñanza superior y el papel que le han otorgado los gobiernos a las universidades.
