Besides, in a broader context, we need to consider the role of the Head of State in parliamentary systems, both in a Monarchy and in a Republic. From this theoretical and institutional context, important conclusions can be drawn, which may propose a new reading of the King’s constitutional position in what can be termed, as Professor Stern did, referring to the formation of government in parliamentary regimes, «the Core of the system». Finally, the study accomplishes a dubious conclusion about the possibilities of bringing a constitutional reform of the previously mentioned article 99 of the Constitution.Entender la crisis de Gobierno prolongada por la que ha pasado recientemente la democracia española requiere no solo de un repaso a los supuestos normativos concretos de los que se parte, esto es interpretar el art. 99 de la Constitución, sino en un contexto más amplio, considerar el rol del jefe del Estado en los sistemas parlamentarios, hablemos de las monarquías o de las repúblicas. De este contexto teórico e institucional pueden sacarse importantes conclusiones, que quizá propongan una lectura nueva de la posición constitucional del rey en lo que puede ser denominado, como hizo, el profesor Stern, refiriéndose a la formación del Gobierno en los regímenes parlamentarios, «el núcleo del sistema».
