Sus elementos contextuales, nos permiten construir, una situación de crímenes de lesa humanidad, en el marco del derecho penal internacional. El presente artículo, busca describir unas circunstancias de tiempo, modo y lugar, que permiten la consolidación, de un alto grado de violaciones a los derechos de la población, en la historia de la región.
