The application of this model allows the analysis of the quality of government by integrating the main trends reported in the literature which allows for a comparative framework between nations and levels of government both transversely and longitudinally.El presente escrito establece un modelo para el análisis de la calidad del gobierno basado en las entradas, procesos y salidas de la gobernanza. Para ello, se consideran como componentes de la calidad del gobierno la democracia, instituciones públicas y el desarrollo social. De esta manera es posible diferenciar la orientación del gobierno en: estabilidad política; participación ciudadana y mejora de los procesos burocráticos; y equidad social.
