However, although this design is clear in some respects, there are inaccuracies in the use of language that have resulted in an incomplete application, as well as reviews and claims that exceed both the model itself, as to present configuration options under the institutional framework. To clarify this confusion, this paper explores both the design and the particular application. Also, taking into account the discussion, the institutional framework and the possibilities of its reconfiguration, this paper describes the redesign alternatives for the city, from different administrative phenomena and territorial organization that are part of our administrative system, and organization experiences of some of the most important Latin American cities.Bogotá tiene un diseno normativo propio, distinto de las demás entidades territoriales en Colombia. Esto se debe a su caracter de capital de la república y del departamento de Cundinamarca y a sus complejidades socioeconómicas y físicas. Sin embargo, aunque este diseno es claro, en algunos aspectos existen imprecisiones en el uso del lenguaje que han conducido a una aplicación incompleta y a críticas y reclamaciones que desbordan tanto el modelo mismo como las opciones de configuration presentes en el marco institucional. Con el fin de dilucidar esta confusion, este artículo explora, por un lado, el diseno y, por otro, las particularidades de su aplicación.
