Although no similar rules are in the Constitution of the UnitedStates of North America it can be attributed to the influence which it is clear that in times ofcrisis took several Presidents exorbitant powers could come to constitute violations of theConstitution but which Congress, as will be seen, missed at the time as a typical exampleof American pragmatism.Los textos de las primeras constituciones francesas entre 1789 y 1870, que regularon el estado de sitio, tienen una notoria influencia en el contenido que sobre la misma materia se encuentran en las sucesivas cartas políticas colombianas especialmente en la que,promulgada en 1886, con sus reformas durante el Siglo XX, sirve como antecedente a la Constitución Política de 1991.
