Summary: As time passes, new needs arises new needs from the population and the norms to guarantee and to protect these needs must evolve. This is what is happening to the Inter-American System of Human rights, which, throughout history has been analyzing the rise of new needs; which like social rights impores upon the interamerican system the obligation of updating its norms by way of different instruments such us the protocol of San Salvador a protocol tha began because of the necessity to complement the Interamerican Convention of Human Rights, since the rights that were considered social were not established. Thus the system gradually developed these new social rights up to the point of an effective suit of these same rights before interamerican system of human rights. This is why that through this present article, the behavior of social rights within the Interamerican System of Human rights will be observed, in the sentences of the Interamerican Court of Human Rights, with the purpose of establishing its due application.
