The point at issue is the public space and its transformation. This research seeks to clarify the role played by policies, market, citizen participation and citizen management capabilities to safeguard the public space. Applied the case study methodology, we conclude that the public space is being transformed into dimension and that direct citizen participation has minimized the effect of policies and the real estate sector in the period 2003-2006.
