Summary: The electoral system used for the election of Deputies of the Asturian regional parliament is very similar to that used in the general elections in Spain, but does not produce so remarkable and persistent imbalances like this latest. However, this system, characterized by an asymmetric spatial distribution of voting, allows that the largest electoral party gets fewer representatives than the second one, as it happened in recent regional elections in 2011. The reason is the sharp difference in the number of seats to be elected in each of the three independent constituencies. The more the votes of a party are concentrated in the smaller constituencies, greater it will be their over-representation in seats, and vice versa. This paper proposes a reform of the electoral system that tries to correct the lack of proportionality and ensure that, a party does not get fewer deputies than other, with fewer votes, through a bi-proportional apportionment. Furthermore, it gets suggest the possibility of implementing a preferential voting mechanism to unlock the electoral lists.
