Summary: This article analyses the relation between the integration process of the European Union and its citizens, beginning in the agreements of free circulation of the population up to the approval of an European Constitution. In the progress of this integration, there has been attempts in order to establish the citizen participation. This mechanisms are considered in the Lisbon Treaty, in order to accomplish coherence and transparency in the European Union actions.
