Summary: This paper analyzes the electoral legislation reform taking into account the findings of the electoral reform comparative theory. In particular, it focuses on the overall behaviour of the Electoral Code reform process since its enactment until today in order to contextualized the bill currently handled by the Legislative Branch Special Commission on Electoral Reform and Political Parties. As a basic assumption it states that any electoral reform process assessment must take into account its elitist nature as its negotiating process inherent difficulties, all of which affects its real success possibilities as well as its technical criteria adherence degree.
