Abstract: The �public servants� category includes all
administrative authorities serving the state, community
and general interest and those protecting the rights and
freedoms of all people living in Colombia, primarily
regarding individuals� fundamental, inherent and inalienable rights (human and legal), recognised by constitutional primacy. Respect for dignity and other human
rights, in line with the overriding public interest, is one
of the Republic of Colombia�s fundamental principles
which requires the exercise of administrative functions
to abide by the principles of Article 209 of the Charter
for such rights to become effective. Government must
serve all citizens and, therefore, administrative officers
must serve them, recognise their rights and diligently,
timely, equitably, impartially and effectively protect
them, respecting due process, listening to them and
ensuring their protection, motivating their decisions
and repairing all damage which their wrongful acts or
omissions have caused them.

O respeito da dignidade e os demais direitos humanos em harmonia com o interesse geral prevalecente, é um princípio fundamental da República colombiana, que obriga a exercer a função administrativa acatando os princípios do artigo 209 da Carta, para a concretização destes direitos. Em geral, pois, a administração pública está ao serviço de todos os colombianos e, portanto, os funcionários administrativos devem servi-los, reconhecer-lhes os seus direitos e protegê-los de maneira diligente ou célere, oportuna, equitativa, imparcial e eficaz, respeitando o devido processo, ouvindo-os e garantindo a sua defesa, motivando as suas decisões e reparando os danos antijurídicos que as suas atuações ou omissões lhes ocasionemLa categoría de los �servidores públicos� comprende a todas las autoridades administrativas que también están instituidas, no solo para servir al Estado, a la comunidad y a �los intereses generales�, sino para proteger en todos sus derechos y libertades a quienes residen en Colombia, primordialmente en sus derechos fundamentales que son los inherentes e inalienables de las personas (humanas y jurídicas), a los cuales se les reconoce primacía constitucional. El respeto de la dignidad y los demás derechos humanos en armonía con el interés general prevalente, es un principio fundamental de la República colombiana, que obliga a ejercer la función administrativa acatando los principios del artículo 209 de la Carta, para la efectividad de estos derechos.
