In it for the first time, the backbone is the information and not the energy.Las Tecnologías de la Información y la Comunicación (TIC), de las cuales hacen parte la microelectrónica, la informática y las telecomunicaciones, constituyen una nueva revolución tecnológica, en la que, por primera vez, el eje central es la información y no la energía. Su origen y desarrollo traen oportunidades, igualmente retos. Aportan al desarrollo económico y social, y lo mismo que las demás riquezas materiales, actualmente están distribuidas desigualmente entre los Estados y entre las personas. Se debate sobre los modelos de gestión, pública o privada, de monopolio estatal o de libre competencia, los cuales tienen impacto en el acceso universal de las TIC, por parte de la población colombiana y mundial.
