Summary: The strengths of the Costa Rican Electoral System do not reside exclusively on the regulatory provisions or in the strength of its Electoral Body, but also in the Political Party System and citizens' engagement, essential pillars and that should not be neglected if the aim is the continuum of democratic life. The new Electoral Code which came into force on September 2nd., 2009, incorporates into the Costa Rican Electoral Law major principles, judicial mechanisms and institutions that had already been developed by the jurisprudence of the Supreme Electoral Tribunal, as well as other innovative ones, all of them granting major effectiveness and security to the democratic process.
