Violating to these rights involves failing to recognize constitutional rules about fundamental rights and contentious and administrative rules related to the right of petition �being of particular or general interest.El documento representa el avance en la construcción de la propuesta o anteproyecto de investigación y contiene una parte de las referencias bibliográficas, tanto de autores nacionales y extranjeros como de expertos que se asocian con el objeto de investigación. Asimismo el conjunto de normas y jurisprudencias que con mayor relevancia atañen al problema de investigación, el cual se puede plantear como la violación por actores e instituciones públicas y privadas de los derechos de petición de los usuarios del servicio público obligatorio de seguridad social, en los sistemas de pensiones, salud y riesgos profesionales.
