Sumario: The present paper is part of a wider investigation and its aim is to establish if the city of Barranquilla, Colombia, offers the necessary conditions of institutionalization and political permeability, which will enable it to be competitive in the process of globalization. The conclusions are oriented towards demonstrating that although the political apparatus is not in the reach of citizens, the mayor power is perceived as high when compared to the co-administrative collegiate. The lack of state consolidation as well as that of civil society avoid the exertion of a real control which would prevent that from the mayor's office, certain particulars would use this handicap in their own benefit.
