The conclusions are oriented towards demonstrating that although the political apparatus is not in the reach of citizens, the mayor power is perceived as high when compared to the co-administrative collegiate. The lack of state consolidation as well as that of civil society avoid the exertion of a real control which would prevent that from the mayor's office, certain particulars would use this handicap in their own benefit.Este trabajo forma parte de una investigación mayor y está en-ca-minado a establecer si en la ciudad de Barranquilla se ofrecen las condiciones necesarias en materia de institucionalidad y permeabilidad política que le permitan ser competitiva frente a un proceso de globalización. Las conclusiones están orientadas a demostrar que aunque el aparato político es poco accesible a los ciudadanos, el poder del alcalde se percibe como alto a costa del cuerpo colegiado coadministardor.
