The government will continue to be a main actor in the new economy, because it has to assume the leadership, and should establish a climate of growth and of well-being, it must avoid the problems that take place as results of the fiscal deficit, staying alert to the big challenges of trans-formations that should be carried out to maintain an atmosphere of growth and political, economic and social sustainability. One of the most important demands of this new century it is the necessity of effective governments, catalysts, which should be focused in preventing the possible wrongs more than to try to cure them. To facilitate these new services, the government should establish an entire, clear and very well defined strategy from the highest levels, with its purposes, its structures and funds for its development. The idea of what its called e-government is born this way, creating an innovation starting from the technologies of information and communication, building what some denominate the infosociety or society of the information, which is more expedite, less bureaucratic, more sensitive and more transparent. Therefore, the intention is to define the e-government trough the perspective of the compared law, to expose the principles and fundamental characteristic of this new way of public administration, and to present some initiatives of e-government in this country. An exploratory-descriptive methodology, on the base of bibliographical documents and periodical publications is used. It is concluded that the success of the e-government will depend on the transparency and trust that settles down between the administration and the citizen.

Para establecer un clima de crecimiento y de bienestar, debe evitar el estancamiento producido por el déficit fiscal, y estar alerta a los grandes retos de transformaciones que se deben realizar para mantener un ambiente de crecimiento y sustentabilidad política, económica y social. Parte de las exigencias de este nuevo siglo es la necesidad de gobiernos efectivos, catalizadores, que en vez de dedicarse a remediar los posibles males, tengan como propósito prevenirlos. Para facilitar estos nuevos servicios, el gobierno debe establecer toda una estrategia clara y bien definida impulsada desde los niveles más altos, con sus propósitos, estructura y fondos para su desarrollo. Así surge la idea de e-government o gobierno electrónico, una innovación a partir de las tecnologías de infor-mación y comunicación, que ha construido lo que algunos denominan la infosociedad o sociedad de la información, más expedita, menos burocrática, más sensible y transparente. En este sentido, se pretende definir el e-government a la luz del derecho comparado, exponer los principios y características fundamentales de esta nueva forma de gestión pública, y presentar algunas iniciativas de e-government en el país. Se empleó una metodología exploratoria-descriptiva, sobre la base de documentos de tipo bibliográficos y hemerográficos.
