Summary: Commencing from unique context which encompasses and conditions the vicissitudes of Basque civil law (validity or scope of application, an overly fragmented and complex institutional structure), in the legislative procedure followed so far as regards to its development and bringing up to date, which can be distinguished in three main stages or relevant moments. As regards to the current state of affairs, an urgent inter-agency cooperation is proposed for the effective development of a Basque civil law, via the forwarding to Parliament of an initial Draft Bill on Basic Law concerning statutory inheritance law, an area of law clearly in need of unification and development.
