Summary: THIS PAPER questions the methodology used by the National Institute of Human Rights in the phases of design, application and analysis of the First National Survey of Human Rights (2011). To improve future measurements of Chileans� perceptions on human rights, a set of changes is presented, among which it is necessary to emphasize the following ones: (1) to encourage a public instrument; (3) to correct the formulation of an important number of questions and scales; (4) to transit from a descriptive to a more explanatory model, incorporating more robust and sophisticate discussion aimed to reach a consensus on and construct a theoretical framework (consistent with the objectives of the survey); (2) to increase the levels of validity, objectivity and reliability of the statistical analysis; (5) to review different foreign experiences on this matter; (6) to allow the interested public to easily access all records and documents related to the National Survey of Human Rights, which is not possible at present.
