Laburpena: The access to Public Service is one of the recurrent topics of analysis and dissatisfaction regarding human resources management in the Public Administration. These reflections are carried out mainly for the civil servants' access to the Public Service but within the frame of a Public Administration model for the future. will consider the following aspects: - An Administration with a quantitative smaller number of civil servants than today. - Most of the staff in the Public Administrations is not required to become civil servants and they can turn to the same labor regulations with the same rules of the game and flexibility than the private sector. - The relational Administration model which is being outlined nowadays will entail, in the future, the fact that a great part of the public sector staff will belong to private organizations either nonprofit or profit making. - The new public staff will have new competences due to the changes undergone in the direct management to the management of the network of private organizations proper to the relational administration.
