Laburpena: onsidering that the adoption of information and communication technologies impacts the lives of citizens improving access and efficiency in public services and creating spaces of transparency, it is only posible through an agreement of State that establishes a national agenda towards a knowledge society. To this purpose, mexican Congress has created the Special Commission for Promoting Digital Access to Mexicans. This commission along with the Mexican Internet Association (Amipci A.C.) have focused their attentio n towards the making of a law that permits the creation of a national digital agenda. This will allow the development of SIC structures and digital government, to ease the inclusion of all citizens in the net. This work focuses its analysis in the following elements, which we think should be considered in the proposal that will be presented in days to come. a) Law and information access and data protection. b) Planning as the co reo f public politics. c) Knogledge society and infrastructure d) Institutionality e) Digital agenda in electronic government as a final reflection.
