Laburpena: The authors sustains that an uninformed victim, particularly when is de- prived from the information about his and her rights and how to use them, is a person limited in her rights and destined to remain the victim con- dition. Rosas Martínez addresses that the concepts of information and victims seem to be distant in literature and practice, but an unexplored link in the legal doctrine must be drawn from the right to information. The author concludes that the right to access to information as a right of the victim implies a change inside the government institutions from the tradi- tional way to open, receive and access information
