Laburpena: The author argues that pro-development empowerment of the citizens is crucial to achieve the participatory democracy and redistributive justice goals; to monitor and oversee the government achievements in human development; and to entitle the poor. Nevertheless, information held by governments, transparency policies and access to information laws have not been fully identified in the international agenda as mechanisms of pro-development empowerment and to fight poverty. In this article Luna Pla recognizes that the lack of government information among the popu- lation is a form of poverty; therefore it should be recognized and ad- dressed as such in the development studies, and to be incorporated as a proxy in the poverty indexes, as well as considered as a solution to problems of corruption and inefficacy of the social and economic govern- mental programmes
