Laburpena: In this article, the authors discuss the state of the art of the open data policies development in Latin America, while trying to identify the politi- cal and economic dimensions to consider on the design of such policies. The authors describe the conceptual bond between the right to access to information held by governments and the open data, to address that open data is intrinsic to the exercise of the right to information. Once they revise the existing open data policies in the region, the authors con- clude that in order to overcome the old governance challenges of the Latin American countries, open government policies should be thought beyond the use of technologies and data bases development
