Laburpena: In the actual current global sociopolitical, avatars beyond the neoliberal context holds, we find the importance that is being given to the implementation of human rights, this phenomenon is intensified from the Vienna Conference on Human Rights in 1993, who postulated the recommendation that each state implement a Human Rights program and background whose meanings have to frame them in the ends of the expanded reproduction of capital. In this paper we note some of the issues that are affecting, from citizen action to achieve this norm. In this vein we find it necessary returns to the debate about the understanding and definition of civil society and political movements.
